Facts
On 13 August 2024, a heavy vehicle, an 8-axle Liebherr LTM165, was travelling Westbound on Western Freeway, Myrniong, Victoria, crossing over Reservoir Bridge. The vehicle is a Class 1 Special Purpose Vehicle mobile crane. The vehicle’s movements are shown on the Non-Compliance Report Viewer (NCR). The vehicle was on a journey from Wendouree, VIC to Brooklyn, VIC. The vehicle's GVM is 96 tonnes with the boom attached. It was operating under an authorisation permit from the NHVR. The permit authorisation would allow the vehicle to operate on the 6+ Axle All Terrain Mobile Crane with Reduced Axle Masses network, which means the vehicle can operate at a reduced mass of 61.6 tonnes. Reservoir Bridge is approved under the 6+ Axle All Terrain Mobile Crane with Reduced Axle Masses network, which means the vehicle would be able to cross the bridge at a reduced mass of 61.6 tonnes as per the condition of the authorisation permit. On 13 August 2024, the vehicle was captured on Safe-T-Cam Victorian Department of Transport to be travelling with the boom still attached to the vehicle on Western Freeway, Myrniong crossing over Reservoir Bridge above Pykes Creek Reservoir. This meant the vehicle’s gross mass weight was still operating at 96 tonnes whilst travelling over Reservoir Bridge. The vehicle contravened the condition of operating on Reservoir Bridge by travelling over the reduced mass limit of 61.6 tonnes.
