Facts
A heavy vehicle was detected travelling between Safe-T-Cam sites in less than the allowed travel time. A Notice to Produce was served on the registered operator of the vehicle with no response received. The Court noted specific deterrence was required; the offence was above the mid-range of offending; the conduct frustrates the Regulator's duties if responses are not sent when requested.
